Gilead Campus Expansion New Chess Facility (NCF) Phase 2

Project overview

Demolition, site work, paving and new construction of a mixed-use development in Foster City, California. Working plans call for the construction of a five-story above grade office development; laboratory facility; and for the demolition of a office development. The project calls for the demolition of twelve existing office buildings and the construction of new office facilities and a parking structure on a 12-acre site. Phase One includes the demolition of eight existing buildings totaling approximately 123,536 square feet and the construction of a new two-story office building of up to 200,000 square feet. Phase Two includes the demolition of the remaining four buildings, totaling approximately 67,971 square feet, and the development of up to 600,000 square feet of additional office space across multiple buildings, along with a multi-story parking garage. One of the new office buildings will replace a portion of the surface parking utilized during Phase One. TIMELINE: As of October 27, 2026, the project remains in preliminary review. A preliminary application was submitted on February 14, 2025, and the Foster City Planning Commission is currently reviewing the project's entitlement applications, including a Vesting Tentative Map and Phase I permits. Construction is anticipated to begin following completion of the entitlement and approval process. In December 2025, a demolition permit was issued for the removal of eight buildings at the Chess-Hatch project site, marking an early milestone in the redevelopment effort.
